Instructions

  2. Prepare the Batter:
    In a large bowl, mix sugar, cocoa powder, flour, baking powder, and salt. Stir in milk and vanilla extract until smooth. Pour batter over melted butter without stirring.
  3. Add the Topping:
    In a separate bowl, combine sugar and cocoa powder. Sprinkle this mixture evenly over the batter. Gently pour boiling water on top; do not stir.
  4. Bake:
    Bake for 35-40 minutes until the top is set and slightly crusted while the bottom remains gooey.
  5. Cool and Serve:
